It is also worth mentioning that these economic communities and arrangement are not all created equal in that not all of them are recognised by the African Union. <strong>To date, there are 8 regional economic communities recognised by the African Union and cited as the building blocks of the AfCFTA<\/strong>.\u00a0<\/p>\n<p>\u00a0<\/p>\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\n<h3><strong>Official Regional Economic Communities (REC) in Africa\u00a0\u00a0<\/strong><\/h3>\n<!-- \/wp:paragraph --><!-- wp:list {\"ordered\":true} -->\n<ol>\n<li><strong>AMU<\/strong> \u2013 Arab Maghreb Union (also known as <strong>UMA<\/strong>-Union du Maghreb Arabe)<\/li>\n<li><strong>CEN-SAD<\/strong> \u2013 The Community of Sahel-Saharan States<\/li>\n<li><strong>COMESA<\/strong> \u2013 Common Market for Eastern and Southern Africa<\/li>\n<li><strong>EAC<\/strong> \u2013 East African Community<\/li>\n<li><strong>ECCAS <\/strong>\u2013 Economic Community of Central African States<\/li>\n<li><strong>ECOWAS \u2013 <\/strong>Economic Community of West African States<\/li>\n<li><strong>IGAD \u2013 <\/strong>Intergovernmental Authority on Development<\/li>\n<li><strong>SADC \u2013 <\/strong>Southern African Development Community<\/li>\n<\/ol>\n<!-- \/wp:list --><!-- wp:paragraph -->\n<p>\u00a0<\/p>\n<p>In addition to these official RECs there are also sub-regional arrangements that various State Parties have used to collaborate on matters of trade.<\/p>\n<p>\u00a0<\/p>\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\n<h3><strong>Sub-Regional Arrangements<\/strong><\/h3>\n<!-- \/wp:paragraph --><!-- wp:list {\"ordered\":true} -->\n<ol>\n<li><strong>CEMAC<\/strong> \u2013 Central African Economic and Monetary Community<\/li>\n<li><strong>SACU<\/strong> \u2013 Southern African Customs Union<\/li>\n<li><strong>UEMOA<\/strong> \u2013 West African Economic and Monetary Union<\/li>\n<\/ol>\n<p>\u00a0<\/p>\n<h3><strong>SADC-EAC-COMESA Tripartite Free Trade Area Agreement<\/strong><\/h3>\n<!-- \/wp:list --><!-- wp:paragraph -->\n<p>More recently there was yet another mega regional arrangement that was agreed to known as the <strong>Tripartite Free Trade Area<\/strong>. This Agreement that is in essence a trade agreement between three RECs officially known as the <strong>SADC-EAC-COMESA Tripartite Free Trade Area Agreement <\/strong>was launched in June 2015.<\/p>\n<p>\u00a0<\/p>\n<h3><strong>Multiple and Overlapping Memberships\u00a0<\/strong><\/h3>\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\n<p>We hope from all these acronyms you are starting to comprehend why there may be a case to simplify multiple and overlapping memberships. To illustrate further, we will use the <strong>Kingdom of eSwatini<\/strong> as an example of multiple memberships. In addition to the AfCFTA, eSwatini is a signatory to the following regional economic arrangements and communities:<\/p>\n<!-- \/wp:paragraph --><!-- wp:list {\"ordered\":true} -->\n<ol>\n<li><strong>SADC \u2013 <\/strong>Southern African Development Community<\/li>\n<li><strong>SACU<\/strong> \u2013 Southern African Customs Union<\/li>\n<li><strong>COMESA &#8211; <\/strong>Common Market for Eastern and Southern Africa<\/li>\n<li><strong>SADC-EAC-COMESA Tripartite Free Trade Area Agreement.<\/strong>\u00a0\n<ol>\n<li>eSwatini is a member as a result of their SADC REC membership<\/li>\n<li>eSwatini is also a member as a result of their COMESA REC membership.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>\u00a0<\/p>\n<!-- \/wp:list --><!-- wp:paragraph -->\n<h3><strong>Parallel co-existence and a case for simplicity<\/strong><\/h3>\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\n<p>While all of these regional economic communities and arrangements provides optimism to the success of the Continental Free Trade Area as it demonstrates that African Countries are already collaborating albeit on a smaller scale, they can be quite confusing and burdensome. Furthermore, they could result in overlaps where the cost benefit of multiple memberships thereof can result in diminishing returns for each respective jurisdiction.<\/p>\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\n<p>The (Continental Free Trade) Agreement in itself however acknowledges these other Regional Economic Communities (RECs) not only as building blocks but also as existing institutions and makes provision for them to run parallel alongside the AfCFTA. In line with the objective of simplifying multiple and overlapping memberships, the Agreement is also mindful of the urgent need to consolidate and build on achievements in services liberalisation and regulatory harmonisation at the REC and continental levels.<\/p>\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\n<p>Also, <strong>the (Continental Free Trade) Agreement, addresses potential conflicts and inconsistencies that may arise between it and other REC Agreements<\/strong>. In Article 19 of the Agreement, it stipulates that the AfCFTA will prevail in the event of a specific inconsistency. It however also acknowledges their existence by stipulating that State Parties that belong to other regional economic communities and arrangements and have attained a higher level of regional integration than the (Continental Free Trade) Agreement will be allowed to maintain such higher levels of regional integration among themselves.<\/p>\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\n<p>In conclusion, there is therefore a case for simplicity.
